I tried disabling Elvui and it's much better but there are still drops that shouldn't be happening as hardware usage is low, playing with a 1080 Ti and a 7700k.This is the backported version of ElvUI for World of Warcraft - Wrath of the Lich King (3.3.5a)
Again the hardware isn't utilized much at all but I'm getting drops from 60 to low 40s. Last issue is that when using the backported Elvui, I'm getting big fps drops in raids during fights with 20+ man groups. I tried combination of ingame vsync/triple buffering, Nvidia control panel vsync and triple buffering and mixing them up, but always get the same results. Also when playing without vsync, I'm getting screen tearing all the time so it's never smooth whatever the combination. When I'm playing without Vsync, it feels even worse as it always feels stuttery and jerky even though fps is locked 60 with minor random 1 fps drops here and there. This can occur both when using Fullscreen and Borderless fullscreen. It just happens and goes away when I spin the camera around or alt tab a few times. Those drops happen with double buffer vsync games when it can't hold a stable framerate, but here here it happens even when nothing is causing the drops. Whenever I'm playing with Vsync on, the game randomly locks to 30hz on a 60hz screen, even though GPU/CPU usage never exceed even 50%. I'm having a lot of trouble with the MoP client specifically that doesn't happen in SL and Classic for example, so I'm guessing it's due the old client.
